Career

Tsang joined the Hong Kong Police Force in 1978 as a Probationary Inspector. From 1993 to 1995, he served at the Metropolitan Police Service in London as a Superintendent. In 1998, he was promoted to Chief Superintendent, then Assistant Commissioner in 2003. Two years later, to Senior Assistant Commissioner. By 2008, he was appointed Deputy Commissioner.

In January 2011, the Hong Kong government announced that Tsang will succeed Tang King Shing as Commissioner of Police.[2][1]

Controversy

Fantasy apology

Soon after he became commissioner, during the 2011 Anti-budget demonstration a young 8 year old boy was pepper-sprayed in the eye, while the HK police force claim he was accidentally pepper-sprayed. When asked to just publicly apologise on behalf of the force, he said no. He then said apology is something of a fantasy (天方夜譚).[3]

818 incident

On 23 August 2011, there were calls for Tsang to resign following the controversy regarding the visit of Vice Premier Li Keqiang in August 2011.[4]
